Migrate to OAuth2

- implement OAuth2 for both Spreadsheets & Fusion Tables
- switch cookie name from authsub_token to oauth2_token so there's no
confusion
- implementation is otherwise unchanged - in particular still uses old
Fusion Tables SQL API
